I know a lot has happened, but it still feels like Act 5 had a lot more plot and a lot less filler than Act 6.

That's because Act 6 didn't actually contribute much toward resolving the plot hooks and questions that Act 5 posed. It introduced a bunch of new things, and piled them clumsily on top of the old things. For instance, I'm pretty sure that Act 6 introduced more plot-relevant characters than the rest of the acts combined, and as a result of that everyone's character arcs stalled like fuck.
