It's Varys from Game of Thrones. He is a eunuch on the King's Counsel of Backstabbery, or whatever they actually call it in canon. He is a big fan of gossip, silent scheming, and sarcastic comments. Also, because he has like a million spies everywhere, they call him the spider.
