It was a minor detail a looong while back, but specifically, each caste has its own sort of "alphabet" of symbols. How many each caste gets is unknown but there's enough to be able to rarely meet someone with the same symbol as you (in addition to the Trolls' myths about Ancestors sharing signs and all that).

tl;dr yeah I'd wager that the royal fuchsia caste might just have a smaller pool of symbols to draw from. Hell, maybe they DO only have one and it's just like the royal symbol or something.
