Maybe this is dead Nepeta answering? Can't tell cuz her eyes are closed.

In fact, since the dead in dream bubbles are just shaped from memories, then yeah if she never had long hair in life then she can't get long hair as a ghost.

The implication is more that she thinks her hair is always going to be short, not that she somehow knows about her own death in advance.
