It's just the character for "ha" three times although I find it pretty hard to believe that's how the Japanese, with their baffling genius for onomatopoeia, would actually depict laughter.

(Clarification: The syllable "ha" (as opposed to "ka", "sa", etc.), not the concept of the English interjection "ha!".)
