This picture is really really questionable to start with, but you can see her nipples through the scribble there. Given the way I've seen some NSFW stuff handled I am pretty sure that this picture may count as Explicit and shouldn't be on here.

^ Blacklisting a tag is one thing, blacklisting a whole rating is another thing. There are actually quite a few pictures in the questionable rating, and not all of them are, how to put this, bad. It's a real difference to blacklisting a single tag.
And this isn't really the kind of matter we can just drop and forget about. I feel this needs to be handled. This is a non-NSFW booru and yet there is this picture here that is extremely borderline and still somehow allowed to be on here.
