Here's the explanation, cat:

Bro Strider is Rose's "father" based on ectobiology.
His Alpha counterpart, Dirk, is also considered Rose's father.
Dirk made Lil Hal by captchaloguing his own brain and combining his shades with it.
Lil Hal became a part of Lil Cal along with Equius, Caliborn and Gamzee due to Dirk's soul-trapping powers.
Since Lil Cal was part of the makeup of Doc Scratch (the other part was a magic cueball), Lil Hal is a part of him.
When Doc Scratch calls Rose his human uncle, he is referring to how Lil Hal is a part of him, which is in some way (since he has the same brain as Dirk, her father) is related to Rose genetically and ectobiologically.

TL;DR Lil Hal is in Doc Scratch which is Dirk's brain which is Rose's father.

Did that clear things up a li'l bit? Or did it just make it seem more confusing.

Also, Doc Scratch must've inherited his cocky and diverse vocabulary from Lil Hal. I'm not sure how he got traits from the others, though. And I'm REALLY surprised no one did fanart of Lil Hal and Doc Scratch having a conversation.

Dude has a high class veneer that feeds into his ego while actually being more childish than he lets on and you can't see what he got from others? Man I know people forget Equius had traits other than horse robot dude bi come on, being a haughty snob in the vein of doc scratch was one of them
