because pretty much the only reason meenah exists is because hussie didn't like feferi (due to how boring she is) and wanted to throw the pisces fans a bone by making fish!vriska and to get rid of all pisces the shirts that were clogging up the store.

You can go to the exposition stand with Damara in the last openbound/meenah walkaround flash. I think Hussie says it there.
