The Catfish People are a race of amphibious fish people that live and thrive around the riverfront areas of Tick-Tock Town. Infamous to the townspeople for their habit of reproducing like mad, their children have spread all over the city, causing general trouble wherever they go. Groups of their young (better known as "kiplings" or "catfish babies") often band together and cause mayhem for anyone unfortunate enough to cross paths with them. Families with dozens of members live inside the abandoned buildings on the riverfront. Even more hide under the waters of the river and the sprawling sewer network under the city.

Compared to other members of the city, the Catfish are a peaceful people. They keep to themselves, excluding most non-Catfishes from their private businesses. Some are quite fond of hunting river monsters for sport, others group together to play large role-playing games with each other. The sewers are rumored to be home to a large cult of Catfish worshiping some great denizen of the rivers. The Catfish avoid any questions about the subject, and tend to get violent when the matter is pressed. Their fins and lithe stature don't allow them much physical prowess, which leaves them to get creative with other forms of weapons: nails, boards, pistols, bottles, rusty cogs, etc. can all be turned into impromptu means of offense.
