Yeah. Homura as the Time aspect is pretty obvious. The Rogue class is very understandable; she wished to save Madoka, after all. And as such, she got this weird time shit shield to steal time for Madoka. Meanwhile, she's also using it a bit for her own benefit, but not as much as a Thief would do.
