Is there anything to indicate that there's always a WV to unite the black and white armies? Is it possible the Mayor is an anomaly?

Hussie has said there's systems in place to help the players, but they're not always successful. There's always a WV, but his revolution doesn't always work so you get variations from game to game.

Jack Noir is another of those Skaia game systems in fact, and he was a lot more useful in the troll session than with the kids.

And like the French Revolution, WV's revolution was hiJACKed by an autocrat who spread a reign of terror and killed a fuckton of people.
